From the pages of Top Ten: The massive, multi-layered city of Neopolis, built shortly after World War II, was designed as a home for the expanding population of science-heroes, heroines and villains that had ballooned into existence over the previous decade. 

Bringing these powered beings together solved some problems but created others, especially after the inevitable partnerships led to a surge in their numbers in the 1960s.  By the 1980s, Neopolis had turned into a pressure cooker — underfinanced and overpopulated — that normal policing methods could never hope to contain.

In 1985 the city accepted jurisdiction by a police force covering many alternate Earths, headquartered on the world known as "Grand Central."  Our own outpost of this network, Precinct Ten (known affectionately as Top 10), recruits its members from Neopolis and its environs, working much like Earth's other police precincts, with one major exception: like the citizens of the city, the officers of Top 10 have the abilities needed to deal with Neopolis's exotics denizens.

As we learned in Tom Strong, Neopolis is situated in Florida.  It sits on a peninsula linked to the mainland by a neck of land, bridges, and a subway system.  Neopolis expanded vertically as mush as horizontally, so traffic jams are truly tridimensional here.

Neighbourhoods:

  • South Green – remembered from Top Ten for its gang activity, particularly by the Fabulous Fivers and the League of Evil.
  • Tin Town – also has gang problems.  Large population of post-organic entities, or Ferro-Americans.  Tin Town, site of the old shipyards, sits right by the waterfront on the south edge of Neopolis.
  • North Hockney (NoHo) – vice centre of Neopolis.  Includes The Strip, where prostitution flourishes; and Saltpeter Square, where a number of porn movie studios operate.  Situated northwest of Little Budapest and Tin Town
  • Lanchester – warehouse district.
  • Little Budapest – neighbourhood of Hungarian immigrants, among which are a non-negligible number of vampires.  Situated northwest of Tin Town and southeast of NoHo.
  • Jerusalem ('Salem) Heights – upper class neighbourhood.
  • Carlingsville – a middle-class suburb for regular joes (not science heroes), on the mainland.  This is where Toybox and her father live.
  • Mardale – another mostly non-science hero, lower middle-class suburb, not far from Carlingsville on the mainland.  Smax lives there.

New Places and Businesses

  • Camero & Spektor: Attorneys frequently representing League of Evil members.
  • Dewey, Cheetham & Howe: Attorneys at law, now representing the Kelvinator.
  • Hyperdrive:  A fuel station and mini-mart in South Green.
  • NecronomiConfidential:  Underground bar – literally underground.  In theory NecronomiConfidential is guaranteed safe ground where no attacks will take place.
  • R.J. Camel Candy Co.:  A candy manufacturer in Lanchester, where a batch of Hallowe'en candy was recently tainted with illegal drugs.
  • Shaft's:  an exotic show and disco in NoHo, catering to post-organic tastes.
  • The Lube Palace:  a bar-and-grill equivalent in Tin Town.  Most patrons are Ferro-Americans, though there is an "organic" menu.
  • The Netherworld:  A club upstairs from Godz on Pike Street, where Angelina Knight held her 250th unbirthday party.
