Located in the midst of a lush tropical jungle, the city of Quetzalcoatl was constructed as the capitol of the Spirit Warrior Empire.

Similar to the home city of the Azteca it rests on a series of islands in the middle of a large lake (actually an ancient crater).  The various islands are connected by a series of bridges and canals which are quite intricate.  Those new to the city may quickly find themselves lost.

The people of Quetzaltepec have an outlook unique within the Spirit Warrior Empire - they look beyond the good of their own particular City-State at the greater needs of the Empire as a whole.  They take great pride in the accomplishments not only of their own warriors, but the progress of all of the Azteca in the war in heaven.  They are also unique among the Azteca in not practicing any form of blood sacrifice, for their god has instructed them that he will accept only fruits, nuts, and flowers.  Because of this Quetzaltepec is sometimes known as the City of Flowers, for everywhere throughout the city are roof gardens, small private plots, floating gardens - all blooming with various species of flower the year round.

Or at least this is what the city used to look like.  The sneak attack by the Jaguar Lords which opened the War of Flowers  hasreduced much of the city to ruins.  Three tenths of the city perished during the Jaguar's brief occupation of the city.  As serious, if not moreso, there has been no word from the elite warriors dispatched by the city to attack the KreeSara homeworld, nor has there been any response from Quetzalcoatl himself in some time.  Many fear the worst.

Much of what the people of Quetzaltepec require they take from the waters of the lake that surrounds them, or harvest from the nearby jungle.  Until recently they also received yearly tithes from the other city-states of the Azteca in exchange for their role as leaders of the Empire.  With the coming of the War of Flowers, however, this has changed and some now worry that famine may overtake the city with the coming of winter.

Adolescents of the Feathered Serpents must undergo a series of tests before they reach adulthood.  The tests, both physical, mental, and spiritual, are meant to help the young in discovering how they may best serve their god, and in what capacity.  However, no one is forced to choose one career over another.

The people of Quetzaltepec strive for the good of the Empire as a whole.  They are devoted to the Huitznahua, and to Quetzalcoatl in particular, and are dedicated to prosecuting the War in Heaven and to smoothing over any lesser difficulties between the various city-states that might interfere with that.  The War of Flowers has been devastating to them, not only because of the destruction it has brought about to their city, but also because in their hearts the Feathered Serpents blame themselves for allowing it to occur at all.  Had they been more vigilent, had they kept more on guard, had they placated the Jaguars more successfully...  many "what if"s plague their dreams.

The mecha and powersuits of Quetzaltepec are designed for flight, and bear the shape of their patron god - that of a winged serpent.
