Below is a list of who is allied with (and against) who in the current
War of Flowers within the Spirit Warrior Empire. Note that the Tolteca
are not listed - at the moment the war concerns only the Azteca (and the
Chichimeca) and the Tolteca are adopting a "wait-and-see" attitude towards
the whole thing, hoping it will blow over (one way or another) soon.

E – Enemy. These city-states and their deities are at war with
one another.
W – weak alliance. These city-states are nominally at peace,
but are not above undercutting one another secretly, or providing covert
aid to foes.
S – stable alliance. These city-states are at peace. They
will provide assistance against mutual foes.
A – firm alliance. These city-states are at peace, and have some
sort of mutual defense treaty in place. They will provide aid against
any foe who goes to war against the other.
