If you're wondering why some numbers are skipped, it's simply that some
locations do not yet exist, or at least not under that name because the
events for which they are named in the L5R rule book have not yet taken
place. The Unicorn lands, in particular, have not yet been settled.
Most of the minor clans (Wasp, Hare, Dragonfly, Sparrow, Tortoise, Badger,
Centipede) do not yet exist either.
